The problem seems to occur when part of the tooltip overlaps the trigger (for example, maybe the drop shadow portion of a PNG). So far only reported while using effect property (e.g. slide).
1. Move your mouse slowly onto the trigger on the same edge that the tooltip appears
2. The tooltip appears, partially under your mouse.
3. As you continue moving your mouse toward the center of the trigger, you mouse out of the tooltip, which closes it.
This is especially an issue with small triggers, where the user isn't as likely to get their mouse out of the way of the tooltip by the time it appears.
